The offense occurred on September 14, 2010, and he was officially convicted on January 31, 2013, under statute RSMO 566.067 in Newton County.
His registration was recorded on February 8, 2013, through the Kansas State Registry.
Russell is described as a white male, 6 feet tall, weighing 180 pounds, with brown hair and hazel eyes.
He has a cross tattoo on his left shoulder and a tribal design on his upper right arm.
Additionally, he is associated with a gray 2014 Dodge Ram 1500 pickup truck registered under the Chrysler Group.
